Here is an example Pre-qualification Questionnaire prepared by MCC: “Building better standards” Information Pack and Pre-qualification Questionnaire, Framework 2.
This PQQ has five sections:
A. Details of the main service provider
B. Identity of supporting organisations
C. Quality and experience, listing:
D. Statutory requirements
E. Declaration.
Include questions to eliminate those who do not have particular technical knowledge and skills needed to work under the framework.
Use the PQQ to seek out those applicants who can demonstrate attitudes and track record on Rethinking Construction. Remember that at this stage you are looking for an indication of understanding and willingness, and you can explore these issues further in the “Negotiation” stage. Ask for specific examples of how the applicant has addressed these issues in the past and ambitions for the future. Remember that the selection panel will have to read all submissions, so you should limit the length of responses!

The officers and stakeholders who prepare the PQQ should be the same who do the assessment and see the selection process right through to appointment.
The example Scoring checklists for Pre-qualification Questionnaires shows how one selection panel went about their task. Note that while you must give general guidance on evaluation criteria, we advise against revealing the scoring system to bidders because this encourages ‘recipe’ responses and could fuel disputes with those who fail to make the short-list.
