The members of the LGTF care passionately about the people for whom they work, their local communities. They want to deliver to them the highest quality buildings, roads and landscapes at the lowest reasonable price. They believe that the best way of achieving these objectives is by using best value principles, and not by simply accepting the lowest tender price. They know that lowest price tendering leads to extremely wasteful contractual disputes, and construction standards that are focused on getting things done as cheaply as possible. Where construction safety standards are allowed to slip. Where little thought is given to the long-term maintenance, repair, and running costs of buildings, so that they soon become dilapidated, because they are too expensive to maintain properly.
The LGTF believe that local authorities should work with a select band of contractors, suppliers and consultants who have clearly demonstrated that they can meet the high standards set by the authority. That by taking these successful teams from one project to another, significant efficiency savings can be delivered and the gains ploughed back into the project, providing higher design and construction standards, at lower cost. That collaboration, and not confrontation should be the norm for the construction process.
Working closely with the DCLG sponsored Regional Centres of Excellence, the LGTF is taking the lead role in delivering the construction procurement strands of the Efficiency Review for Local Government.
