The Buildings & Estates Forum of Constructing Excellence (BE) is managed by the Constructing Excellence Board and the BE Steering Group which meets four times a year to agree strategy, nature and balance of activitities, and to monitor progress.
BE has a Chairman and two Deputy Chairmen. Ideally at least one of these three is a client.
The normal tenure of the Chairman is two years. Deputy Chairmen normally serve for one year, with no automatic ‘succession' to the position of Chairman.

Vaughan Burnand - Shepherd Construction
Vaughan Burnand joined Shepherd Construction thirteen years ago and was appointed to the Board of Directors in 1998, becoming Managing Director in November 2000 and then Chief Executive in July 2003. Vaughan is a member of the CIOB and a major supporter of modernising the industry through process reforms such as Risk, Value and Supply Chain Management, and aims to achieve high levels of integration between Clients, Designers, Contractors, Subcontractors, Suppliers and the Workforce.
Vaughan holds a seat on the Major Contractors Group and is Chairman of Yorkshire Construction Skills and Productivity Alliance. He is also Director of Groundwork Leeds.
Hugh Rogers - Slough Estates
Hugh's career has been spent entirely in the construction and development arena. The first 12 years were spent with a variety of contractors, working both in the UK and overseas, on civil engineering and building projects. All forms of contract procurement were used with a weighing towards Design and Build and alliances with strategic partners. There followed 15 years involved with developers, working on Business Parks for Arlington and Ashtenne where partnership was integral to the company's culture.
Currently, as General Manager of Construction for Slough Estates, Hugh is responsible for all construction activities for the UK Commercial Development programme.
