Procurement through Partnering - External Refurb, Oldham

Project Number: 1080

Oldham Metropolitan Borough Council Housing Department entered into its first partnering project in November 2000. The partnership was with Emanuel Whitaker and Bower Mattin for the delivery of £10m. of external refurbishment work over a three year period. The partnership was procured in accordance with EC procurement directives and through a rigorous two-stage evaluation method based on an 80/20 quality/price matrix.

The partnership became one of the first public sector projects to become designated as a Housing Forum Demonstration project and has been extremely successful, significantly outperforming the industry standard KPI's.

The foundation of the partnership is built upon excellent teamwork, with all members of the team valuing and respecting each other. The principles of honesty and trust underpin the way the partnership operates to enable full and frank debate of all issues as they arise. The recognition of the importance of interpersonal relationships in the partnership has facilitated cultural change and commitment to success at all levels in the partner organisations.

A training programme was integral part of the partnership, driven by the aim to contribute to local social and economic regeneration, to develop the future workforce and to increase the representation of members of the local Black Minority Ethnic (BME) community into the construction sector.
